The Minister of Transport, Jean Ernest Masséna NGALLE BIBEHE, chaired, on July 10, 2025, in the conference room of the Ministry, the first meeting of the aforementioned committee created on March 6, 2025. This meeting was held in the presence of representatives of the various member administrations.

The creation of this committee marks the determination of the Government of Cameroon to support the private partner represented by Bestway Finance and Autsino in the realization of this project. The mission of this committee is to define the guidelines for the proper execution of the partnership contract, to facilitate the lifting of the suspensive conditions at the entry into force of the partnership contract, to develop and implement its operating regulations, the manual for monitoring the execution of the partnership contract as well as the terms of their application; to produce an annual activity report, to examine and validate the activity reports relating to the partnership contract; to monitor the performance of the private partner in accordance with the objectives contained in the partnership contract; to monitor and evaluate said contract, to carry out, through the organization of special sessions of the meeting clause, the periodic evaluation of the development plan, the investment program, the performance objectives, the tariffs, the financial model and the level of profitability of the operation of the railway line, to conduct, as needed, control, inspection or technical, operational, financial and legal audit missions in relation to the execution of the contract, to prevent disputes that could arise in the framework of the partnership contract, on of the development plan, the investment program, the performance objectives, the tariffs, the financial model and the level of profitability of the operation of the railway line, to conduct, as necessary, control, inspection or technical, operational, financial and legal audit missions in relation to the execution of the contract, to prevent disputes that could arise in the context of the partnership contract, to organize the amicable settlement of disputes, to ensure the execution, by each of the parties to the contract, of the obligations to which it has committed itself, to carry out any other missions which the public partner or the two parties to the partnership contract may entrust to it.

 

Committee Members

 

It is important to note that the partnership contract was signed on February 25, 2022, in Yaounde. It involves the construction of a 540 km double-track railway on the Cameroonian side and 149 km on the Congolese side. This project will inject more than 3 billion FCFA into the national economy and generate nearly 10,000 jobs. This first session of the Committee allowed the private partner to present the project's level of preparation.

At the end of discussions, the Minister of Transport recommended that the private partner submit all documentation related to the completion of financing as soon as possible; update the work schedule in line with the contract's entry into force; and that the various administrations make every effort to ensure the contract's proper execution.
